Editorial Policy

"Novosibirsk State University Journal of Information Technologies" is published since 1999 by the Department of Information Technology of Novosibirsk State University.

Its editor-in-chief is responsible for editorial policy, and the board of editors is reponsible for scientific content and performing editorial tasks. In publishing the journal the board of editors pursues the goal of disseminating the knowledge and experience accumulated by the world's scientific community and Novosibirsk State University scholars.

The journal's goals are:
• Providing scientists, professors, students and post-graduates with the opportunity to publish the results of their research.
• Attracting attention to the most recent, promising and interesting lines of research in the field of Information Technology.
• Facilitating opinion exchange between researchers from different states and regions.

The journal publishes scientific papers and analytical surveys on the following topics:

  • Systems analysis, data management and processing.
  • Mathematical modelling and numerical methods.
  • Information systems and processes.
  • Theoretical foundations of Information Science.
  • Artificial intelligence and intellectual systems.
  • Information security and protection.
  • Radio technology and communications.
  • Data acquisition systems.
  • Business intelligence and control in social and economic systems.
  • Control systems engineering.
  • Computer Science and Software development.
  • Bioinformatics.
The board of editors adheres to the following principles of work and professional ethics:
• The intellectual content of submissions is evaluated irrespective of race, gender, sexual orientation, religious beliefs, parentage, citizenship, social standing and political views of the author(s).
• Unpublished material from papers submitted for evaluation may not be used for any personal goals or passed to a third party without the prior written approval of the author(s). Information or ideas gathered in the course of editor's work and associated with possible benefits are kept confidential and may not be used for personal gain.
• All submissions are checked for borrowed material first and only then reviewed. The board of editors will not accept for publication any information for which there is a reasonable suspicion of plagiarism.
• Reviewing and editing of every submission is carried out in accordance with prescribed formal procedure. Depending on the result of the review process the board of editors may either accept the submission for publication, ask the author to improve the submission, or decline the submission altogether.
• Publication of invited papers or surveys upon proposal from the board of editors is possible. For such submissions review is not mandatory.
• The ownership of and the extent of intellectual property rights over the published material are determined in accordance with current legislation of the Russian Federation. Authors and reviewers bear full responsibility for the published content.

Authors, when submitting their work, must:
• Provide authentic unaltered results of the performed research.
• Guarantee that the research results presented in the submission are an entirely original work. All borrowed parts and statements must be in the form of proper citations and refer to the original author and source. Excessive borrowing and plagiarism in all forms, including lack of attribution, rephrasing and misappropriating results of someone else's research, is unethical and unacceptable.
• Admit the contribution of all people that affected the research. In particular, a submitted paper must contain references to the papers that were of value in the course of the research.
• Not submit a paper that is already submitted to another journal and is pending publication or already published there.

A failure on the part of the author(s) to comply with these requirements constitutes grounds for declining the submission.

Publishing in the journal is free of charge.
